![]() Michelle Much has been selected as the new nursing supervisor in the School Health Services department. She will be supervising nurses and a school health assistant serving East County schools; Centennial, Corbett, David Douglas, Gladstone, Gresham-Barlow, Parkrose, Reynolds and MESD schools; Wheatley, Arata Creek, and Helensview.Michelle Much Ms. Much brings over 10 years of nursing experience to the position, the majority of which was spent in community/public health (case management, early childhood, maternal/child health, Nurse Family Partnership, Parents as Teachers, Asthma home visiting, Trauma Informed Care and ACEs, parent/child relationship education, and community leadership). She also brings early career experience in Med / Surg, Labor and Delivery, Intensive Care Unit/Neonatal Intensive Care Unit, Skilled Nursing Facilities, and Home Health. Ms. Much earned her Bachelor's degree in nursing from Montana State University and will be starting on her Master's degree Spring 2017. She is also a Certified Lactation Counselor (CLC). Her hobbies include reading, kayaking, knitting, camping, exploring Oregon and spending time with family. She began her position September 8th.

![]() Christine Otto has been selected as a Supervisor in the Instructional Services department, providing coaching and support to program administrators. Christine Otto Ms. Otto brings over 18 years of teaching and administrative experience to the position including 8 years as a Principal and Assistant Principal in elementary, middle, and high schools. She served most recently as a Principal and Title III Director in the Gaston School District. Her experience includes K-12 ELL, Migrant Education, TAG, GED prep, credit for proficiency and alternative programs. Ms. Otto began her career in education as an ELL and English teacher and high school swim coach. Originally from Texas, Ms. Otto moved to the Pacific Northwest in 1998 because she wanted to be closer to the mountains and the ocean. When not working, Christine and her husband, Jerry, enjoy spending their time hiking, running, biking, and exploring. Christine is also an admitted bibliophile and loves to sneak in literary pilgrimages wherever she travels. Ms. Otto earned her Bachelor of Arts (Cum Laude) in Secondary Education and Economics from the University of Arizona, her Master of Library and Information Sciences from Texas Woman’s University, and her Administrator’s certificate from Portland State University. She began her position earlier this month. Angela Kulak has been selected as a Nurse Supervisor in the School Health Services Department. She will be supervising nurses and school health assistants in the Franklin cluster (PPS) as well as Pioneer, Student Success Center, Benson High School, Gresham/Barlow School District and Outdoor School.
Ms. Kulak brings over 29 years of nursing experience to the position, including four years as a MESD school nurse most recently at Rosa Parks Elementary School and Woodlawn School in Portland Public Schools district. Ms. Kulak began her work as a school nurse in 2005 and worked for the Forest Grove and Woodburn school districts. Prior to serving as a school nurse she worked for 18 years as a certified inpatient obstetrics nurse in Texas and Oregon. Ms. Kulak earned her Bachelor of Science in Nursing from Texas Christian University. Sarah Davis is a new Vice-Principal in the Instruction Services department and will provide support to the hospital and long term care and treatment programs. Ms. Davis brings over 8 years of experience in education to the position. She previously worked for the Park Academy in an administrative capacity including as an Assessment and Data Specialist and Lead Teacher. At Park Academy, she provided oversight for IEP services, created school-wide assessment protocol, coordinated student profiles, education mapping plans and service learning experiences, served as a liaison for local public school districts, prepared and organized AdvanceEd accreditation documents, diagnostics, assurances, surveys and reports, and provided professional development for staff. Prior to her role at Park Academy she taught as a prekindergarten teacher at Nike and a first/second-grade teacher at South Shore elementary school in Albany, Oregon. Ms. Davis earned her Bachelor of Arts, cum laude at Linfield College in Early Childhood and Elementary Education with a minor in Spanish. She earned her Master of Science in Educational Leadership and administrative certificate from Western Governors University in Salt Lake City, Utah. ![]() Sarah Phillips has been selected as the Instructional Services Coordinator in the Instruction Services Department. Ms. Phillips brings over 16 years in education to the position, most recently as the Manager for School Improvement and Educator Effectiveness at the Oregon Department of Education (ODE). As part of that role she led collaborative efforts to engage in discussions with union leadership, principals, and educators of all roles across Oregon districts about measuring effective practice; co-created the “District Professional Learning Teams” model of collaborative professional learning; and led the effort to engage in “Peer Review Panels” of existing evaluation systems. Prior to her role with ODE, she served as a high school French teacher with the Baltimore City Public Schools and was appointed by the school board as Teacher Representative for the board’s Joint Governing Panel. Before moving to Baltimore, she served for eight years as a middle school and high school French teacher in Chicago, Illinois, and Washington, DC, as well as working as a department chair and coach of a women’s junior varsity cross-country team. Ms. Phillips earned her Certificate of School Administration and Supervision from Johns Hopkins University, her Masters of Education in Foreign Language Education and French, and her Bachelor of Arts in French from Ohio State University. She holds teaching and administrative certifications in Ohio, the District of Columbia, Maryland, and Oregon. She holds a “highly qualified” certification in Ohio, Illinois, Maryland, and the District of Columbia. Ms. Phillips lives in Portland with her husband and 10-month old Pomeranian. She is an active member of Christ Church: Portland, which her husband started in Portland a year ago, as well as serving on the I Have A Dream Oregon: Young Leaders Board. She enjoys yoga, running, hiking, and cooking. She begins her position July 1st. The Multnomah Education Service District (MESD) is pleased to present the proposed budget for fiscal year 2016-2017. This document represents the collective work of all MESD departments and has been prepared in accordance with Local Budget Law, Oregon regulations, and MESD Board of Directors policies.
The specified revenue and expenditures are based upon educated suppositions as of April 7, 2016. We expect adjustments will be made before June 30, 2016 dependent upon the availability of additional information. Our level of service is contingent upon what our component school districts order from the MESD Local Service Plan. Our preliminary estimates are based on enrollment and selections of Local Service Plan services as of January 31, 2016 and our budget is largely based on these estimates. Once our customer’s final selections are known in May 2016, the MESD will adjust its budget and staffing levels accordingly. ![]() Interim Superintendent Scott Perry and incoming Superintendent Sam Breyer recently made the following administrative announcement welcoming Sean Woodard as the Human Resources Director, thanking Dawn Strong for her time and expertise as the Interim HR Director, and congratulating her on successfully defending her doctoral dissertation. Thank you Dr. Strong for your service to the MESD! Sean Woodard has been selected as the next MESD Human Resources Director. Mr. Woodard brings over 21 years of human resources and leadership experience to the position. He is currently the Human Resources Director at the Pacific NW College of Arts. Prior to that he was part of the human resources teams at the City of Portland, Knowledge Learning Corporation, and Oregon Health and Science University. He has also served as the Executive Director for the "I Have a Dream Foundation" where he designed, implemented and coordinated an academic and social enrichment program for at-risk students. Mr. Woodard earned his Bachelor of Arts in English and Master of Science in Education at the University of Bridgeport, and was certified a Senior Professional in Human Resources in 2008. Sean is a family man, and devoted father of three girls (Yasmin, 10, Mikaela 8, and Cora 2 1/2) and husband to his darling wife Chelsi. This time of year you can find him and his family swimming in the rivers, walking the trails, and riding bikes in their Kenton neighborhood. He is a self proclaimed "regular guy" who likes a host of activities including almost all sports, chess, reading contemporary literature, and watching a Lord of the Rings marathon for the umpteenth time. Mr. Woodard begins his position July 1st. |
